Dr. Efren F. Abaya is recognized for his scientific and technological contributions towards understanding various processes used in digital and data communications that may lead to more efficient and accurate means for the transmission of information. Efren has worked since 1998 at the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO), where he heads a unit that is responsible for the worldwide communications network which connects monitoring stations to its International Data Centre in Vienna. Prior to this, Dr. Abaya was a professor and former Chairman of the Electrical Engineering Department at the University of the Philippines.
